Pleasant wrapper for the C99 standard library

Smoothing out dangerous or awkward corners of the library, while preserving portability.

Based on coding style ideas from nullprogram.com, and from correspondence with Chris Wellons.

Also vendors scottt’s debugbreak single-header library.
